SEC Updates Agenda for Dec. 15 Crypto Roundtable on Surveillance and Privacy

The U.S. Securities and Exchange Commission has released an updated agenda for its December 15 roundtable focused on cryptocurrency, financial surveillance, and digital privacy.

The event will bring together senior SEC officials and leading figures from the blockchain sector, including Zcash founder Zooko Wilcox, to examine how regulatory policy should adapt to rapidly evolving privacy technologies.

Senior SEC Officials to Open the Session

The roundtable will begin with opening remarks from several high-ranking members of the SEC. Richard B. Gabbert, Chief of Staff for the agency’s Crypto Task Force, will deliver the initial briefing, followed by Chairman Paul S. Atkins.

Commissioners Mark T. Uyeda and Hester M. Peirce will also offer their perspectives. Their remarks are expected to frame the broader discussion on how U.S. regulators should balance oversight with technological innovation in decentralized finance.

Industry Leaders to Present on Surveillance and Privacy

After the introductory remarks, the discussion will move into a series of presentations from prominent builders in the privacy-tech ecosystem. Jill Gunter, the Chief Strategy Officer at Espresso Systems, will outline emerging approaches to privacy in blockchain transactions. Zcash founder Zooko Wilcox will share insights on zero-knowledge technology and the role of privacy-focused cryptocurrencies.

Koh, the CEO and Executive Director of the Aleo Network Foundation, will discuss how programmable privacy is shaping next-generation applications. Additional perspectives will come from Simon Letort, who leads strategic initiatives at Digital Asset, Nikhil Raghuveera, the CEO and co-founder of Predicte, and Wayne Chang, the founder and CEO of SpruceID. Collectively, these presentations will highlight the operational, technological, and regulatory challenges associated with safeguarding user privacy in digital finance.

Panel Will Examine the Future of Financial Surveillance

The second half of the event will feature a dedicated panel titled “Financial Surveillance and Privacy,” moderated by Yaya J. Fanusie, Senior Advisor at the Crypto Council for Innovation and Global Head of Policy at the Aleo Network Foundation. The panel will bring together a diverse mix of legal, technical, and civil-liberties experts to examine how surveillance practices intersect with blockchain technology.

Katherine Kirkpatrick Bos, General Counsel at StarkWare, will provide a perspective rooted in advanced cryptographic scaling. Carole House, CEO of Penumbra Strategies, will address regulatory coordination and national-security considerations. Linda Jeng, CEO of Digital Self Labs, is expected to focus on digital identity frameworks, while Blockchain Association CEO Summer Mersinger will represent the industry’s policy priorities.

The discussion will also include commentary from Jay Stanley, a senior policy analyst at the American Civil Liberties Union, J.W. Verret, a law professor at George Mason University, and Steve Yelderman, the General Counsel of Etherealize.

Together, these speakers will explore one of the most pressing debates in the digital-asset sector: how to preserve individual privacy while ensuring regulatory compliance in increasingly complex financial systems.
